The Library Planning and Building Committee met Monday November 4.
The construction team met Tuesday November 5, 12, 19 and 26, with CTA Construction, OPM, Clerk of the Works, and DRA Architects. A preliminary site layout is attached.
A project sign was approved; please see attached.
Procore was set up and the RFI process began. CTA applied for a building permit. Beth provided a ST-5C tax exempt form for contractor use.
A few remaining items were removed from the building, including an historic map and some wooden chairs.
Ceremonial groundbreaking occurred November 6, 2019. Over 100 people attended, including representatives from town and state government, MBLC, and library staff, Friends ,trustees, and supporters. It was covered by local press and Grafton Community Television. The event was documented at
The Library parking lot and adjacent municipal lot were closed November 11. Tree and stump removal followed.
After consultation the state, we determined we did not have to reject the tile bid and approved a subcontractor.
A wetlands scientist, Art Allen from EcoTec, was brought in on November 26 to supervise wetlands remediation. Under his direct supervision, both wetland replication areas were excavated to the appropriate sub-grade.The contractors were going to take the organic topsoil from the isolated wetland to be filled and place it into the replication areas but, upon inspection of the isolated wetland soils, it was apparent that the soil was very thin (<6 inches) and full of debris and invasive plants. Art recommended that, in accordance with Planting Plan Wetland Replication Note #4, off-site soil be brought in for the replication areas. Once the soil supply has been identified, Art returned to the site to witness finish grading. It is too late in the season to plant the woody material in the replication areas but they should be mulched for the winter. Plan note #6 calls for “leaf litter” to be used, to be sourced from the town compost facility or similar and should be whole or chopped leaves (not finished compost) at a depth of 1 to 2 inches. Alternately, weed-free straw can be used for mulching.
Final drawings were submitted by the architect at the end of November, and a LEED certification meeting for the contractors, subs and project team, was scheduled for December.

PARENTS/CAREGIVERS: CAN YOUR CHILD BE ALONE AT THE LIBRARY? Children are always welcome at the library. However, the library is a public building and very busy on a daily basis. For the protection and well-being of children, the Board of Library Trustees has established an Unattended Child Policy. Please note that program attendees must comply with the Unattended Child Policy:
0-7 must be accompanied by a parent/guardian at all times;
8-12 must be accompanied by parent/guardian remaining in the Library;
13+ may be unaccompanied provided child is able to use Library independently and follow the Library’s Code of Conduct.
Children under age 13 must be accompanied by a parent/guardian over the age of 14.
A reminder about our Inclement Weather Policy:
If there is NO SCHOOL in Grafton due to inclement weather, all programs are CANCELLED.
If there is a DELAYED opening, MORNING programs are CANCELLED.
If Grafton Public Schools DISMISSES EARLY due to inclement weather, AFTERNOON programs are CANCELLED.

To make room for the proposed library expansion, the project will remove ~3,000 sq feet of stacks (brick box with metal shelving), salvaging the marble tile for future in the new foyer, to expand the building to ~26,000 sq ft! The tile was removed, and then the front part of the building was sealed off, and then brick was removed from both sides of the stack box before beginning to demo the rear of the building. Exciting progress!
The Grafton Public Library will close early at 1:30pm today, Tuesday December 17. No overdue fines will be charged for materials due today! Please stay safe and off the roads while DPW works to clear, sand and salt.
Any further delays or closures will be updated here, but at this time we anticipate opening at 10am tomorrow Wednesday December 18.
The Grafton Public Library Board of Library Trustees is seeking to appoint an interim candidate to their 7-member board to serve through the May 2020 election. Apply online at http://graftonmaboards.vt-s.net/boardview.php. You must be over 18, a registered voter, and a Grafton resident.
Trustee responsibilities include:
Hire and evaluate the Library Director
Monitor and evaluate the overall effectiveness of the library
Set Library policy
Review and adopt the annual budget (FY20: $858,751)
Develop long-term Library plans (2021-2025 Strategic Planning begins in January 2020!)
Advocate for the Library
Communicate regularly with the Library Director
Conduct the affairs of the Board at regularly scheduled meetings
Library boards of trustees carry out governing, policy, and planning activities to guide public libraries in communities throughout the country. In these turbulent times—when libraries face shrinking resources, demands for new technology services, and changing community expectations—trustees are much more than members of a traditional governing body. They are strategic leaders who serve as visionaries, community connectors, fundraisers, public voices, ambassadors, and persistent champions.
While library services are sometimes considered discretionary when it comes to allocating limited public funds, today’s library is an essential community resource that strengthens economic vitality, improves literacy, supports workforce development, and bridges the digital divide. As community leaders who understand the dimensions of modern library services, trustees can be the voice that shifts the library’s position among decision makers and funders from discretionary to essential.
Library familiarity is expected. Experience working with boards, fundraising, advocacy, and planning is desirable. Specifically, the Board seeks a candidate comfortable filling any of the following roles as defined and recommended by the MA Board of Library Commissioners:
Visionary—crafting and supporting implementation of a long-term vision to strategically position the library throughout the community;
Connector—expanding the library’s circle of influence in the community by building relationships and creating productive partnerships;
Fundraiser—advocating for the library’s budget with financial decision makers and acting as a force for fundraising;
Voice—being a visible, consistent, reliable, determined, and loud voice for the library in the community;
Team Player—working together to strengthen the influence of the library board and ensure representative participation when board vacancies occur.
This is an elected office; due to a recent unexpected vacancy, this position must be appointed within 30 days by the Board of Library Trustees. If no suitable candidates are found, the Town of Grafton Board of Selectman may appoint a candidate to serve until the May Town election. The appointed candidate has the option to run for election in May against any other interested candidates.
The Library Board of Trustees meets on the fourth Wednesday of each month at 7:00pm in the Municipal Center’s Room A. Meetings are recorded for later broadcast on GCTV Government Channel 34 (Verizon) or 191 (Charter). The time commitment is 4-6 hours per month.
MAAB approved the request for waiver for the Grafton Common entrance, requiring signage, an automatic door opener, and handrail extensions. A fully accessible entrance is planned for the parking lot entrance.
The Library Planning and Building Committee met Sept 9 & 23. We selected a third party testing agent for the soil, concrete, and structural steel and are soliciting quotes for removal of the original (empty) oil tank. Schematics were revised and provided Sept 19 and are attached.
The Select Board voted to enter into a contract with CTA construction on Sept 3; the Notice to Award is attached.
The LULA was inspected for decommissioning. A walkthrough of the 35 Grafton Common property was scheduled.
Additional exterior lighting was added for the temporary facility.
